You are a brand new Counselor Intern and at your first job you find out that a co-worker (LCDC) was falsifying assessment results to justify admission into the treatment program in which you both work.  The clients clearly are benefiting from treatment, but their assessment scores (un-altered) would not qualify them for treatment.  What actions would you take, if any?  Cite ethical standards (using the two sources in your reading assignment) that got violated with by the co-worker?

Bill is a 40-year-old male.  Bill has been a construction worker for 15 years. He had a spinal cord injury on the job and had to be hospitalized for several weeks. After transitioning out of the hospital, Bill was on disability for several months to rehabilitate and could not work. After the pain medication stopped, he began to smoke cannabis to address continued pain in his back. After a substantial time of being off from work, the pain is less than before but still significant and lingering.  Bill wants to return to work but knows he is going to be drug tested and will likely fail. He believes that if he stops using cannabis, the pain will be unbearable. All of this stress has put Bill in a state of depression. Bill decides to see a professional for an evaluation. A licensed alcohol and drug abuse counselor interviewed Bill. During the evaluation interview, the counselor recognizes the dilemma. What referral course of action is appropriate for the counselor to take? Do not provide only two or three sentences as your entire answer.
