Title: Enhancing Maritime Operations: A Critical Analysis of Security Laws and Strategies “Strengthening Surveillance and Maritime Security: A Focus on Vulnerabilities”

I am in need of a 300 word discussion post and two 200 word responses.
Discussion: Compare and contrast through a critical analysis of the following laws and strategies with an emphasis on how they enhance port maritime operations: Maritime Transportation Security Act of 2002, The SAFE Port Act, and The Small Vessel Security Strategy. (LO7.1 & LO7.2)
Response #1 (Dosseh/ DJ): Hello Class,
This week, we delve into the critical maritime security legislations that enhance operational integrity and security at our maritime ports: the Maritime Transportation Security Act of 2002 (MTSA), the SAFE Port Act, and the Small Vessel Security Strategy.
The Maritime Transportation Security Act of 2002 establishes comprehensive measures at U.S. ports by mandating the development of security plans for vessels and port facilities to identify and mitigate vulnerabilities. This Act introduced the Transportation Worker Identification Credential (TWIC), which ensures all personnel accessing secure areas are vetted and credentialed, enhancing security layers from within (Bush, 2002).
Building on the MTSA’s foundations, the SAFE Port Act of 2006 focuses on automating the cargo screening process and reinforcing the Customs-Trade Partnership Against Terrorism (C-TPAT). It emphasizes a risk-based approach for cargo inspection, allocating resources to inspect cargoes from regions associated with higher security risks and improving information-sharing coordination among various agencies to preempt threats (President’s statement on H.R. 4954, 2006).
The Small Vessel Security Strategy, implemented in 2008, addresses the challenges small vessels pose that the MTSA or SAFE Port Act might overlook. Recognizing the potential use of small vessels in smuggling or terrorist activities due to their size and agility, this strategy enhances vigilance and cooperation with the small vessel community to mitigate such threats (Department of Homeland Security, 2008).
These legislative actions form a robust framework that secures the maritime domain against various threats, demonstrating a layered and comprehensive approach to maritime security that adapts to emerging threats. I look forward to discussing these aspects further and exploring how they collectively enhance our maritime security framework.

Response #2 (Jarom): The SMART Port Legislation Act aims to enhance port security by utilizing data-driven methods and innovative technology. By adopting smart technologies, the legislation aims to bolster security responses, enhance port operations, and streamline processes. More specifically, the implementation of advanced data analytics and monitoring aims to aid in identifying vessels conducting suspicious activities, and preventing unreported, illegal, and unregulated fishing (IUU). While the SAFE Port Act emphasizes other security concerns to prevent illicit smuggling and terrorism by improving surveillance capabilities and port security. In addition, the act seeks to embolden cargo security, deploy more security at ports, and enforce much stricter screening procedures. The Small Vessel Security Strategy seeks to address various security challenges surrounding smaller vessels by overcoming things like tracking capabilities and less than adequate monitoring. While the Maritime Transportation Security Act is a law that is aimed to improve the maritime security of the US. The act enforces security assessments, to implement measures of security on vessels and at ports, and to create various security plans. These strategies collectively improve maritime operations and ports via newer technologies, overcoming vulnerabilities in security, and improving surveillance. Although each act attempts to strengthen capability of surveillance and maritime security, they all have a specific focus that targets vulnerabilities. Have a blessed one! -Jarom Carter -P.S. I think that there is a book or two by Jared Diamond that addresses illegal, unreported, and unregulated fishing (IUU). I believe it was called Collapse, and it talked about how in the Pacific Ocean that over-fishing was becoming a terrible problem. References (2002). Maritime transportation security act of 2002. Title: Understanding Health Care Policies and the U.S. Health Care System

According to the World Health Organization (WHO), health policy is defined as “decisions, plans, and actions that are undertaken to achieve specific healthcare goals within a society.” Health policy plays an important role in the delivery of health care services. “Exploring Foreign Relations and Economic Development: A Study of US-Iran Relations and a Low-Income Country”

Each student will write one paper for this course of 2,000-2,500 words, not including “Works Cited”. The paper should be written in Times New Roman font with 2.0 line spacing, 1-inch margins on each side, and no extra spaces between each paragraph.
For this paper, you will choose one of the two topics presented below. You are expected to use outside research in addition to class material when you write this paper. I would encourage you to seriously consider the appropriateness of any source that you use. Peer-reviewed journal articles, newspapers, and government or think-tank reports are generally acceptable. You must use your best judgement for blog posts and magazines. If you have a source that you are unsure of, feel free to email it to me, and I will give my opinion.
You are expected to cite sources, both in text and in a “Works Cited” page at the end of the paper, for any facts, ideas, or quotes that come from an outside source. Failure to properly cite sources, even if done accidentally, may result in a violation of EKU’s academic integrity code, which can carry with it serious consequences.
Paper Topic #1
Of late, tensions between Iran and the United States have heightened considerably. For this paper you will write about foreign relations between the United States and Iran, focusing on how this relationship fits within the broader context of regional dynamics and the United States’ regional policy in the Middle East.
First, describe briefly the nature of the United States’ involvement in the Middle East. Who are its current allies and partners? Its opponents? What are the key components of its interests in the region, broadly speaking?
Second, give a background on the U.S.-Iran relationship. What interests are at stake?
Third, identify and describe two policy options available to the United States with respect to its Iranian relations (e.g., political and economic exclusion, militarized action, appeasement, stronger diplomatic ties, etc.). Fourth, drawing on the theories we’ve discussed in class as well as expert sources, explain why one of the policy options you present is a more likely option — and its implications.
Paper Topic #2 While the world economy, on average, has grown over the past decade, many countries have lagged behind the rest of the world in terms of economic development. In this paper, you will select a country with a Gross Domestic Product (GDP) per capita of below $5,000 (see link to World Bank data below) and discuss its challenges as well as opportunities for development.
First give a background to the country. What is its current level of economic development, recent history, form of government, etc.?
Second, discuss at least two specific reasons that the country has had difficulty with economic development. These may include war, lack of resources, the country’s factors of production, lack of education, corrupt government, history of colonization, or others.
Third, discuss the ways in which the United States has been involved, or not involved, in efforts to promote economic development in the country. Identify the interests that the United States has in the country. Then, identify at least two policy options for the United States, and make the case for the one that you think is best.
Fourth, describe what you anticipate to happen and defend your analysis using sources. Will the country improve in its development — if so, how and why — or will it remain underdeveloped?
See The World Bank’s GDP per capita data for information.
