Title: “Utilizing Charity Care to Improve Patient Care and Financial Health at ABC Hospital”

You have worked for ABC Hospital for several years. Recently, you were promoted to be the Director of Community Care and Outreach. In this role, you are responsible for increasing the hospital’s presence in the community, reaching new patients, and ensuring patients receive effective and coordinated care. 
You are aware of ABC Hospital’s current issue with charity care: there is no defined policy for who can write off an account, and no defined standards for what qualifies a patient to receive charity care. The billing department has reported multiple complaints due to the lack of a policy, and frustrations from both providers and patients. Your presentation will address how to appropriately utilize the charity care resource of financing.

Patient demographics and percent of hospital patient population receiving charity care in the last fiscal year (fictional data).
Define the issues that have contributed to poor management of the charity care provision.
Propose a new way to move forward, providing effective care to patients, utilizing charity care properly. What is different about this approach, then what was happening previously?

The next step would be to implement the practice change and evaluate the change to determine the effect it had on the population. Now, developing a policy will help sustain the change.
Along the way, you will learn that as a leader in a health care organization, you will not only facilitate the steps of evidence-based practice, but you will apply evidence-based leadership strategies to serve as a role model for decision making in your organization. Your skills and ability to promote and encourage evidence-based behavior and decision making among staff, providers, and other leaders will be invaluable to creating and sustaining an evidence-based organization and a culture of evidence. The purpose of this assessment is to complete the stages in the EBP process, translating the research into practice. You will be developing a policy or procedure to address a patient safety issue in a healthcare setting. Incorporate information from prior assessment where appropriate.

The next step is to translate the evidence into practice. Policy development is an important final step. Without a formal policy or guideline, it is likely the change will not become permanent. Policies and procedures standardize care which in turn, improves patient safety.
Instructions

Review the template before you begin filling in each section, and gather any materials or documentation you will need.

In the Purpose section, explain the purpose of the policy in 1-2 short paragraphs. Include the following:
Summarize the patient safety issue.

In the Definitions section, create definitions that explain the industry specific terms used throughout the document needed for the understanding of the policy.
Explain the terms in a manner that is descriptive to non-industry personnel.
In the Policy Statement section, create a policy statement in a 3-5 sentence paragraph that includes the following:
State the organization’s declaration of the plans giving a timeframe and scope of the policy implementation.
Explain the organization’s intentions or goal regarding the patient safety issue.
Clearly describe the policy plans, explaining that this is a quality improvement project based on evidence-based practices to address a specific patient safety issue.
In the Procedure section, elaborate on the step-by-step procedure that was outlined in the policy statement above in enough detail that one could replicate the process based on your description alone.
Information needs to be clear and easy to read. Avoid using wordy paragraphs.
Describe all the processes involved. This section could be in a numbered list or a detailed flowchart. Include the following:
All participants with their specific responsibilities listed.
Step-by-step description of the logistical flow of how the policy is to be implemented.
Instructions for completing each step.
Any supplies that may be needed.
If a protocol or guideline already exists for your patient safety issue, use additional guidelines and literature to revise and create a procedure using your own words.

Izabella is a health care historian. She has been hired by the Philadelphia Medical Society to research and develop a storyboard of hospital care quality from the first hospital to today’s hospitals. The storyboard will cover the evolution of the hospital environment, staff education, level of care, and how hospital services were paid for.
Izabella’s storyboard begins with the fact that hospitals had humble beginnings in the United States. The first hospital in America was founded in Philadelphia in 1751! Its mission was “to care for the sick-poor and insane who were wandering the streets” of Philadelphia (Penn Medicine, n.d., para. 1). Having a historical perspective on health care changes and trends is critical to understanding how to improve health care today and in the future. What kind of medical care might a patient have received in the first 18th-century hospital?
As a health care administrator, you will often do research on a topic to provide background information for decision making, committee work, or creating policies. It is often best practice to use a comparison table to lay out and visualize your research notations.
