“Analyzing Public Policy: Lessons from Basic Methods, Urban Planning Failures, and Budget Choices”

1. One of the first readings this semester was a chapter from the book Basic Methods of
Policy Analysis and Planning (Sawicki, et. al.).
What are the main arguments advanced by the authors in that chapter?
As someone studying public policy analysis, explain what is useful (or not useful) about their approach to studying problems. What are the lessons that you take away from your reading of the book as you begin your career as a manager or analyst?
2. Another reading this semester was the Five I’s of Failed Urban Planning (Nussbaum
and Spessott).
Identify a planning policy that in your mind represents an urban planning failure. Your policy should include at least 3 of the 5 “I’s” from the reading. Provide a short summary of the policy and detail how each “I” contributed to its failure.
3. Read the attached editorial from the USA Today (Attachment 1) that debates using
incentives
for boosting organ donation and answer the following questions.
Provide a one sentence definition of the problem as framed by the pro and con side of the editorial (i.e., two different sentences that reflect their respective definitions of the problem).
Based on the arguments in the editorial, identify the three evaluative criteria that you feel are the most appropriate for evaluating alternatives you proposed to address the problem. Be sure to briefly explain your rationale for each.
b)Identify 5 1-sentence alternatives mentioned in the editorials that address the problem.
c)Identify 5 1-sentence alternatives that are not mentioned in the editorials (they don’t have
to be plausible so you can be creative) that can address the problem as defined above.
4. Read the article “A City’s Wrenching Budget Choices” from the New York Times
(Attachment 2).
Imagine you are working as a chief budget analyst for the city responsible for giving policy advice to the Mayor, Council, and City Manager. Based on what you have read this semester, how would you frame and prioritize the problems identified in the article. How would you prioritize the city services deserving funding during difficult budget times? Do you think the Mayor and Council are approaching the problems properly? Be sure to use concepts from your readings to support your arguments.

1) What is an Environmental Biography?
It is a description of how you have experienced the built (buildings, parks, sidewalks, freeways, anything human-made) and natural environment (waterbodies, green spaces, trails, wilderness, anything that is natural) in your daily life (can include work experience and education).
Choose 2 out of the 3 readings from Week 2 that resonate with your lived experiences, particularly when you think about the environment and the space you grew up/lived in/worked at/where you went to school.
It could also be your experience from other times and walks of life such as traveling, experience moving from one neighborhood to another, and so on.
2) You should ideally take pictures because these spaces are what you experienced. Unless these are about some prominent landmark such as the LA County Museum of Art, for which you can find images online, you should use pictures that best describe your experience in those spaces (cite your source).
3) 600 words is the minimum word count for the entire assignment.

Ethical Dilemmas in Planning: Navigating Conflicts of Interest and Professional Integrity Ethical Decision Making as a Registered Professional Planner

Case 1
William Pace is a young planner employed with the Community Planning Department of a rapidly growing suburban municipality in Ontario. He has taken a much deserved holiday and visits Las Vegas for a few days after a week of skiing in Colorado. On the evening of his first day in Vegas he sees his Planning Director having dinner and taking in a show at one of the casinos. He also recognizes a man standing at her table talking to his Director as Melvin Macho, a major developer in the community where both Pace and his Director work. While William thinks it unusual to see the Planning Director in Las Vegas, and speaking with Macho, he thinks little more of it. Two days later William is at the airport and about to catch his flight back home when he sees the Director and Macho once again. This time they are at the airport and both are climbing aboard Macho’s private jet.
When William returns to work on the following Monday, he is confused as to how to he should proceed. He knows that Macho has a significant land development application about to be reviewed by the Planning Committee as he has done extensive work on it himself over the past several months. The young planner considers speaking directly to his superior about the fact that he saw her in Las Vegas. He also considers speaking instead to the municipality’s legal counsel. How should he proceed?
What are the ethical issues associated with this case?
Outline the line of reasoning that you would create to determine what William should do. Set out the argument in logical order and identify the Premises, Inferences and Conclusions.
What would be the specific action that William should take?
Identify which sections of the OPPI Code of Conduct would give guidance on this matter?
Case 2
Joshua Kent is a planning consultant with twenty years of practice experience in the Greater Toronto and Southern Ontario area. His firm specializes in land use planning and design and has a number of private and public sector clients across many municipalities. Kent, as one of the principals of the firm, usually takes the lead in giving expert testimony before various boards, tribunals and municipal Councils. He has also been an active member of his community, serving on a number of volunteer committees including a Parent-Teacher Council within the local School Board. Based on his accomplishments on the Parent-Teacher Council he has recently won election as a Trustee on the local School Board and has been named the Chair of the powerful Finance Committee and as a member of the Board’s Real Estate and Assets Committee. Kent’s firm has recently been engaged by the local School Board to assist in gaining Council approval for the redevelopment of a surplus elementary school property. The subject school is dramatically under-enrolled and in need of a costly upgrade of electrical and mechanical systems. However, the local community does not wish to see the school redeveloped as another land use. They argue that the school continues to play a significant role within the neighbourhood as a focus of community activity and much needed play space. The local newspaper has given considerable coverage to the concerns of the local residents.
Robert Cobb, Editor of the local newspaper, has accused Kent of being in a clear conflict of interest with respect to the school site slated for redevelopment. Cobb argues that Kent cannot possibly be qualified as an expert witness before the municipal Council or the Land Tribunal, given his position on the School Board. Kent however, feels that Cobb is being grossly unfair and says so in a published letter of response to the Editor. Kent suggests that Cobb has his own agenda related to the school and is using the accusation of a conflict of interest to advance his own interests. In his letter Kent also argues that he knows full well what his obligations as an expert witness are and that he has demonstrated many times in the past that he has been able to perform that role to a high professional standard.
Identify the ethical issues that appear in the case.
Construct the argument (line of reasoning) for what Kent should do as a Registered Professional Planner and Member of OPPI. Set out the argument in logical order and identify the Premises, Inferences and Conclusions.
