“The Economics of Climate Change in New York City: A Policy Proposal for Sustainable Adaptation and Mitigation”

I need to outline the economics of climate change in new york, its affects, and funding solutions as part of a policy proposal, only using scholarly sources. Explain the economic impact on new york city if nothing is done here is the thesis and policy:
We intend to conduct a comprehensive analysis to differentiate the various causes and sources of climate change, delving into the consequential migration patterns, economic ramifications, and demographic shifts that follow in the wake of climate change. Through meticulous research and a strategic plan as a foundation upon which we will construct innovative and feasible solutions. Using the frameworks already in place, we intend to craft a tangible policy for sustainable adaptation in the face of disruption caused by climate change that will inevitably safeguard our communities. In tackling the challenge of how the government of New York City can confront the surge in climate-induced migration, we aim to offer an optimal solution. We will achieve this by presenting up-to-date data predictions and outlining immediate actions that can be taken to alleviate this pressing issue. It is imperative to stop dismissing the urgency of global warming; the inhabitants of coastal regions must be alerted to the harsh realities of climate change’s effects. Therefore, we strive to amplify the voices of those directly affected populations and ensure their voices are heard
Our proposed policy has three main components. The first comprises short-term measures NYC must take, such as constructing a sea wall and floodgates encompassing lower Manhattan. The second component is long-term sustainability solutions and strategies, such as implementing a new drainage system that harvests storm and rainwater runoff. The third and final component is sustainable urban and community planning by incentivizing businesses and people to leave the coastlines and move deeper into the city. This consists of a community relocation program, which will restrict new building permits in specific (affected) areas.
First component; Short term: Sea wall `
we have to talk about how sea walls are not an all-encompassing solution and go into detail why, then expand on how we need smaller plans that help to ameliorate the overall issue
Second component: Long-term: drainage system
Rainwater allocation
Third component;
We already wrote this, but we should reorganize it and make it more about migration through these more minor policies (ie. migration in places that have more frequent flooding)
