Title: “Achieving Justice in Healthcare Distribution: Designing a Policy for Improving Health, Addressing Disparities, and Building Integrated Systems in the U.S.”

Basic question:
What should we do to achieve justice in healthcare distribution?
1.  Describe the problem.  Indicate why this is a problem.  Use evidence (with documentation) to support that this is a problem.
2.  Identify the best theory to be applied and why it is the best theory.  Include the weaknesses of other theories and why they won’t work.
3.  Explain the solution and policies that are needed following the theory that is being applied.  Use evidence (with documentation) to support the solution.
4.  Use both internal citations and a reference list as part of your documentation.

Some things you might consider:
How do we identify unjust health inequalities?
Who should receive care and why are they the ones that get it?
What type of care should be provided: preventive, emergency, maintenance, continuous?
Do we apply triage (who gets care first)?
Do we use any type of rationing of health care?
Can we share health information through the use of electronic records?
How can we meet competing health needs fairly under reasonable resource constraints?
Indicate and defend the limits of care that ought to be given to the categories covered by the policy.
Indicate who should be paying for the care and why.
Compare to the medical distribution methods used by other countries [2 of them].
Should we include malpractice reform?

Basic assignment:
Design a healthcare distribution policy on changing the U.S. Health Care System to focus on improving health, include value-based care, stop racial disparities, and build integrated systems. Include the following items in your response:
A clear statement of the ethical basis that is used as the underlying justification for this policy.
Clarify and defend the moral community that is included in your distribution policy.
Include some of the items listed in the “Some things you might consider” section.
Apply the policy to some specific example or issue in order to see how the application of the policy that you have designed is just to everyone within your moral community.
Document your work with both internal citations within the paper and a reference list at the end of the paper.
