This assignment requires you to select one policy proposal of interest to you and analyze the elements of the policy per the instructions below. Drawing on material from the lectures and readings, this report should describe any obstacles to successful implementation of the proposal and opportunities to facilitate implementation.
Due Date: Thursday, June 9, by 10am – no extensions!
Submission: Microsoft Word file (.doc or .docx) uploaded to Canvas.
Length: Minimum 3 pages, Maximum 5 pages.
Paper format: Double-spaced; one-inch margins; 12 point, Times New Roman font.
Citation format: American Psychological Association (APA).
Guidelines:
Select a policy proposal from Local, State, or Federal Government within California that interests you.
This can be in the form of a formal policy document, a detailed news article, or other source of information.
If you choose a policy from a news outlet or other media type, you may need to conduct additional research to find actual information on the policy from the initiating body (e.g., government office or department), not just the media’s version of it!
Briefly describe the policy proposal that you have selected.
What problem is this proposal trying to address?
Why is this problem important to solve? You might also present facts that call for a solution to the problem.
What are the goals or desired outcomes of the proposal?
What policy or strategy is offered to reach those goals?
Who are the key actors responsible for implementing the policy proposal?
Discuss two or more obstacles that may impede implementation of the selected policy proposal.
For example:
Is there any group that would strongly oppose this proposal? Why?
Does the technology or method currently exist to implement the policy outcomes? (e.g. electric or autonomous vehicles)
How might the actions or voice of the opponents affect the implementation of the proposal?
When you are discussing two or more obstacles in your report, make sure to present each obstacle clearly by having subheadings at the start of your paragraphs.
Provide a recommendation.
What are some opportunities to facilitate implementation that you can consider workable solutions?
How would your policy recommendation overcome the challenges you identify?

Do not summarize the readings or the lecture. Think critically, make a clear argument, and support your point of view by referencing the readings and lectures.
Pay attention to the organization, flow, and clarity of your writing.
Make sure that each paragraph has a topic sentence that clearly summarizes the paragraph.
Read the entire paper out loud to yourself before submitting it to make sure it makes sense to you.
